<p class="MsoNormal">La resistencia de Cuba es obra, en primer lugar, de la fibra estoica del pueblo; pero sería injusto obviar en esa suerte el papel desempeñado por los buenos dirigentes, esos que en los espacios más disímiles, y a distintos niveles, hayan sido capaces de inspirar, de levantar los ánimos, de aunar voluntades en torno a la compleja, difícil y enorme obra de la Revolución.</p>
|
||
<p class="MsoNormal">Ese concepto alusivo al indudable valor que tiene para el país el desempeño de quien dirige, incluso de quien llega a ostentar loable liderazgo, fue escuchado este martes en el Salón de los Plenos del Palacio de la Revolución, donde tuvo lugar la primera jornada del IV Pleno del Comité Central del Partido Comunista de Cuba.</p>
|
||
<p class="MsoNormal">Dirigida por el Primer Secretario del Comité Central del Partido Comunista y Presidente de la República, Miguel Díaz-Canel Bermúdez, tuvo lugar la reflexión en torno a cómo deben ser quienes conducen cada proceso que mueve la vida en la Isla.</p>
|
||
<p class="MsoNormal">La evaluación de la Estrategia de la Política de Cuadros para el periodo 2021-2026 –cuyo resumen fue compartido en el IV Pleno por Rosario del Pilar Pentón Díaz, rectora de la Escuela Superior del Partido Ñico López– fue el punto de partida para el análisis de un tema que resulta «estratégico y decisivo», según valoró hacia el final del encuentro el miembro del Buró Político y secretario de Organización del Comité Central del Partido Comunista, Roberto Morales Ojeda.</p>
|
||
<p class="MsoNormal">Entre las ideas del resumen, compartido en la reunión por Rosario del Pilar Pentón, se incluye la certeza de que «la continuidad del socialismo pasa inexorablemente por el papel de los cuadros en la conducción de las complejas tareas y retos que conforman el escenario actual de Cuba. Esa claridad política conllevó que el 8vo. Congreso dedicara una de sus comisiones de trabajo al análisis de la aplicación de la política de cuadros en el último quinquenio».</p>
|
||
<p class="MsoNormal">«El diagnóstico realizado sirvió de base para la aprobación de la Estrategia General para el periodo 2021-2026, presentada en el II Pleno del Comité Central del Partido Comunista de Cuba (CC PCC)».</p>
|
||
<p class="MsoNormal">«En el año transcurrido –se lee en el documento introductorio al debate–, en paralelo a la implementación de la referida estrategia, se desarrollaron acciones que constatan la prioridad que concede la dirección del Partido a esta tarea.El proceso de balance llevado a cabo en municipios y provincias se convirtió en un espacio de reflexión, que permitió asentar ideas conceptuales, reafirmar principios y delinear el modelo de cuadro que se demanda».</p>

||
<p class="MsoNormal">La Rectora de la Escuela Superior del Partido Ñico López recordó que fue constituido el Grupo del Programa Nacional de Ciencia e Innovación sobre la Política de Cuadros, «en cuyo seno se presentan mensualmente, al Primer Secretario del CC PCC, resultados científicos y propuestas para el abordaje de asuntos esenciales de la actividad de dirección, tales como el desarrollo de competencias en los cuadros, el liderazgo, y trabajo en equipos».</p>
|
||
<p class="MsoNormal">Antes de dar espacio a las reflexiones, que se sumaron en torno a un tema medular para el socialismo cubano, Rosario del Pilar Pentón hizo referencia, como parte del resumen del texto introductorio, a la importancia de atender de forma muy especial a los jóvenes que poseen cualidades para incursionar en el arte de la dirección, así como a la responsabilidad que tienen los cuadros en lograr ambientes de control, de legalidad, y del cumplimiento de las normas cívicas; al tiempo de aprovechar el legado del pensamiento de los líderes históricos de la obra revolucionaria.</p>
|

<p class="MsoNormal">Si hay un espacio en la Cuba del presente que necesita del buen hacer de los cuadros, ese es el municipio. Al respeto reflexionó el vice primer ministro, Jorge Luis Perdomo Di-Lella, quien compartió su visión de que, en esos escenarios hay mucho por hacer, y hay que empezar por la capacitación de los dirigentes, la cual, dijo Perdomo, debe parecerse a los desafíos del territorio en cuestión.</p>
|
||
<p class="MsoNormal">Entre otras aristas, el Vice primer ministro razonó que gran parte de la capacidad productiva de los municipios tiene que ver con el poder de gestión de quienes dirigen, y ese ingrediente de la subjetividad depende, en primer lugar, de cuán preparado esté un decisor. En tal sentido, Perdomo Di-Lella –quien también habló sobre la necesidad de un programa de formación de líderes jóvenes– hizo énfasis en que todavía es insuficiente lo que se hace en los centros universitarios municipales para capacitar a los cuadros.</p>
|
||
<p class="MsoNormal">El Primer Secretario del Partido Comunista en la provincia de Las Tunas, Manuel René Pérez Gallego, afirmó que en la medida en que todo el que ostenta responsabilidades haga bien lo que le toca, y en la medida en que las estructuras de base de la organización política de vanguardia sumen a sus dinámicas a los trabajadores, a quienes más saben sobre cómo funciona un centro productivo, el país podrá avanzar mejor.</p>

<p class="MsoNormal">De primer orden calificó Humberto Camilo Hernández Suárez, jefe del Departamento de Política de Cuadros del Comité Central del Partido, el diseño e implementación de la<span style="mso-spacerun: yes;"> </span>Estrategia de la Política de Cuadros. Sobre ella, reconoció que se ha venido trabajando intensamente y hasta hoy, desde que concluyó el 8vo. Congreso partidista.</p>
|
||
<p class="MsoNormal">El cuadro –expresó el dirigente partidista– debe poseer convicciones profundas y capacidad, y debe estar informado, tener nivel cultural para poder argumentar, convencer, transmitir ideas. La política de cuadros, enfatizó, requiere ser más democrática y participativa, porque esa es la garantía de que quienes dirigen los procesos cuentan con el verdadero reconocimiento de la población.</p>

||
<p class="MsoNormal">Desde la perspectiva de las nuevas generaciones, la primera secretaria del Comité Nacional de la Unión de Jóvenes Comunistas, Aylín Álvarez García, destacó la responsabilidad que esa organización tiene en la identificación temprana de los jóvenes con cualidades para ser cuadros. Y en ese punto se sumaron otras opiniones que mencionaron cualidades imprescindibles en quienes deben dirigir los procesos: hacen falta capacidad de diálogo, talento a tono con las necesidades del momento, ética, sensibilidad y vocación de superación incesante.</p>

<p class="MsoNormal">El trabajo en la política de cuadros tiene que ver con el futuro y es garantía de unidad dentro de la Revolución, expresó el miembro del Buró Político y presidente de la Asamblea Nacional del Poder Popular, Esteban Lazo Hernández. «De rigor» calificó a la Estrategia con la cual se ha venido trabajando, y recordó la heterogeneidad de la sociedad cubana, la cual solo puede ser asumida por un dirigente si él está capacitado, incluso si ha transitado de un universo a otro –del administrativo al político, y viceversa–.</p>

||
<p class="MsoNormal">Pasar por la administración es una ventaja, comentó Lazo Hernández. Lo dijo porque «el cuadro tiene que chocar con la vida, no puede tener miedo de chocar con la gente, de escuchar hasta cosas desagradables».</p>

<p class="MsoNormal">Ningún jefe le está haciendo un favor a la Revolución, porque su correcto desempeño constituye una obligación, afirmó Miguel Mario Cabrera Castellanos, jefe de la Dirección de Cuadros del Estado y del Gobierno. Para él, Cuba cuenta con enormes potencialidades en lo que se refiere a gestionar talentos para dirigir, porque posee una inmensa obra a partir del capital humano cultivado.</p>

<p class="MsoNormal">Cabrera Castellanos insistió en tratar de modo especial a los jóvenes, esos que no pocas veces, en un centro laboral, entran por una puerta y salen por la otra, porque no fueron bien tratados: «Tenemos que trabajar mucho en el desarrollo de la gente, esto no es un trabajo empírico», apuntó.</p>

<p class="MsoNormal">La firmeza ideológica es pieza clave en la fibra de un cuadro, analizó el miembro del Buró Político, Roberto Morales Ojeda, quien también enfatizó en que, en el caso del Partido, de la UJC y de las organizaciones de masas, «tenemos que identificar a aquellos que ya están formados y que tengan las cualidades».</p>

<p class="MsoNormal">Otros conceptos compartió el Secretario de Organización del Comité Central del Partido Comunista: el papel de los cuadros es y seguirá siendo decisivo en el sector empresarial y en los espacios productivos; hay que identificar necesidades de aprendizaje, para no desgastar a los dirigentes en capacitaciones que no les reportan el beneficio necesario; hay compañeros que son muy buenos, pero hay a quienes una tarea los rebasa, y en tales casos es preciso dar paso a otros más idóneos.</p>

<p class="MsoNormal">Es necesario haber transitado por un municipio o una provincia para saber cómo se hacen las cosas –añadió Morales Ojeda–, y no pedir a los demás lo que no se sea capaz de hacer; no se trata de completar estructuras por completarlas, sino de designar a quienes puedan tener el mejor desempeño.</p>
