</div></div></div><p><span class="hcf-location-mark">Grosbliederstroff</span> Wenn <a href="/themen/helmut-kohl" target="_self">Helmut Kohl</a> emotional wurde, erinnerte er sich daran, wie er als Jugendlicher Schlagbäume an der <a href="/politik/international/corona-hilfen-frankreich-will-auf-vorteile-aus-eu-aufbaufonds-verzichten/25751202.html" target="_self">Grenze zu Frankreich</a> ausgerissen hat: „Für uns war klar, dass es in einem vereinten Europa keine Grenzen mehr geben darf und vor allen Dingen nicht zwischen <a href="/themen/deutschland" target="_self">Deutschland</a> und <a href="/themen/frankreich" target="_self">Frankreich</a>.“ </p><p>Die Zuhörer konnten diese Geschichte irgendwann nicht mehr hören: <a href="/politik/deutschland/coronakrise-wirtschaft-fordert-fruehestmoegliche-wiederoeffnung-der-eu-binnengrenzen/25766682.html" target="_self">Die Grenzen zu Frankreich</a> waren seit Langem offen, man lebte und arbeitete beiderseits einer irrelevant gewordenen Grenzlinie. Warum also auf auf einem Thema herumreiten, das die Geschichte erledigt zu haben schien?</p><div class="hcf-paywall"><p>Von wegen. Am Sonntag, 15. März 2020, verkündete der saarländische Ministerpräsident Tobias Hans, dass die Grenze zu Frankreich und Luxemburg ab dem kommenden Morgen geschlossen sei. Ausnahmen gebe es für Pendler. </p><p>Die Bundespolizei kontrolliere alle Einreisenden. Begründet wurde das mit einer angeblichen Gefährdung der Gesundheit von Saarländern durch Franzosen aus der Region Grand Est. Die Länder Baden-Württemberg und Rheinland-Pfalz agierten ähnlich.</p><div class="hcf-detail-header-ad hcf-content"><div class="hcf-ad-wrapper"><div class="vhb-ad-article-fullsize">

Daran hat sich bis heute im Wesentlichen nichts geändert. Im Saarland kontrolliert an sieben von rund 40 Übergängen die Bundespolizei, alle anderen sind mit solidem Material unpassierbar gemacht. Wer trotzdem über die Grenze gehen will, muss ein Bußgeld von 250 Euro zahlen. </p><h3>Überqueren der Grenze ist „Ordnungswidrigkeit“</h3><p>„Beide Regierungen beabsichtigen, in Grenzregionen die Beseitigung von Hindernissen zu erleichtern, um grenzüberschreitende Vorhaben umzusetzen und den Alltag der Menschen, die in Grenzregionen leben, zu erleichtern“, schreiben Berlin und Paris im „Aachener Vertrag“, der erst vergangenes Jahr in Kraft getreten ist. </p><p>Heute ist das Passieren der <a href="/politik/international/frankreich-was-bleibt-von-macron-nach-der-coronakrise/25762300.html" target="_self">deutsch-französischen Grenze zur „Ordnungswidrigkeit“</a> geworden. Selten wurde ein verbindlicher Vertrag so schnell behandelt, als existiere er nicht. Die deutschen Verantwortlichen reden sich damit heraus, sie hätten ihr Vorgehen mit Frankreich abgestimmt. Eine faustdicke Lüge. </p><p>„Es sei denn, man betrachtet den einseitigen Hinweis auf die Grenzschließung als eine Form der Abstimmung zwischen beiden Regierungen“, sagt Christophe Arend, französischer Abgeordneter der <a href="/themen/emmanuel-macron" target="_self">Macron</a>-Partei „La République en Marche“ – nicht ohne Sarkasmus. Fällt im Gespräch mit deutschen Beamten oder Diplomaten der Name Arend, atmen die tief durch.</p>

<p>Arend nervt sie, er ist einer, der sich nicht unterordnen will unter das neue Grenzregime. Genau wie sein deutscher Kollege Andreas Jung von der <a href="/themen/cdu" target="_self">CDU</a> oder der Bürgermeister von Saarbrücken und viele seiner Kollegen, wie die deutsch-französische Handelskammer: Sie alle setzen sich für die Aufhebung der Grenzsperren ein. Vergebens. </p><p>Außer geringfügigen Anpassungen hat auch eine Sitzung des gemischten deutsch-französischen Ausschusses Ende vergangener Woche nicht viel gebracht. „Der Vertreter des Bundesinnenministeriums beharrte auf seiner Position“, berichtet ein Teilnehmer.</p><h3>Franzosen werden ausgesperrt</h3><p>So schnell lässt sich im Jahre 2020 zurückdrehen, was jahrzehntelang selbstverständlich war. Der saarländische Innenminister Klaus Bouillon begründet das so: „Grenzschutz ist Menschenschutz.“ Jeder abgewiesene Franzose bedeute ein Stück mehr Sicherheit für die Saarländer. </p><p>Niemand aus der Landes- oder Bundesregierung pfeift ihn zurück, verlangt eine Entschuldigung für die Ungeheuerlichkeit, unsere engsten Freunde in Europa kollektiv als gefährliche Virenträger zu diffamieren.</p><p>Das Ganze nimmt inzwischen derart surreale Züge an, dass man sich fragt, ob das alles Wirklichkeit ist. Ein Besuch an der Grenze zeigt: Es ist Realität. Was sich dort zuträgt, wirkt mal wie absurdes Theater, mal wie ein gefährliches Spiel mit dem Feuer. </p><div class="hcf-detail-header-ad hcf-content"><div class="hcf-ad-wrapper"><div class="vhb-ad-article-fullsize">

Kurz vor dem Saarbrücker Ortsteil Güdingen stehen weiß-rote Absperrgitter. </p><p>Die Franzosen helfen mit, ausgesperrt zu werden: Vor der Sperre steht ein Polizeiwagen mit drei Beamten der Police de l’Air et des Frontières. Wir fragen sie, ob sie viel zu tun hätten. „Nein, hier versucht niemand mehr, auf die andere Seite zu gelangen.“ Haben sie Kontakt zu ihren deutschen Kollegen? „Nicht mehr, wir winken uns nur manchmal aus der Entfernung zu.“</p><h3>Die „Freundschaftsbrücke“</h3><p>Zwei Kilometer weiter, an der „Freundschaftsbrücke“ zwischen Grosbliederstroff und Kleinblittersdorf, kontrollieren die Bundespolizei und der Zoll. Ein gutes Dutzend Beamte stehen um vier Mannschaftswagen. Sie sind alle aus Niedersachsen abgeordnet worden. Ein junger Polizist wird knallrot, als wir sagen, dass sie ja ziemlich viele auf engem Raum sind, für eine kleine Fußgängerbrücke. „Das ist normalerweise nicht so, wir haben uns gerade zufällig getroffen, sonst steht hier nur ein Wagen.“ Die anderen rücken schnell ab. </p>

</div><p>Die Beamten bestätigen, dass von den Franzosen nur über die Brücke darf, wer Berufspendler ist oder dringend zum Arzt muss. Was halten sie von ihrem Einsatz, ist das nicht absurd, gerade die Menschen abzuweisen, die unsere engsten Partner sind? „Ich weiß offiziell und auch aus privaten Kontakten, dass auf der anderen Seite viel mehr Menschen infiziert sind als hier, deshalb ist die Grenzschließung sinnvoll“, sagt der junge Polizist, der gerade noch einen roten Kopf hatte.</p><p>In Wirklichkeit ist das angrenzende Département Moselle nicht der Herd der Epidemie. Der liegt rund 200 Kilometer weiter südlich, in Mulhouse im Elsass. Aber Fakten zählen nicht mehr viel, wenn man Symbolpolitik betreibt. Und die Schließung von Grenzen ist Symbolpolitik: Kein Virologe oder Epidemiologe hält sie heute noch für sinnvoll.</p>

<p>Eine Frau kommt von der französischen Seite über die Brücke. Sie wohnt in Grosbliederstroff, ist aber Deutsche und arbeitet in einer Arztpraxis auf der deutschen Seite. Sie kann sich frei bewegen, ihre französischen Nachbarn nicht. Sie findet das zwar ungewohnt, aber nachvollziehbar: „Es gehen immer noch zu viele Franzosen zum Einkaufen nach Deutschland.“ Stellt sie als Bewohnerin des angeblichen Risikogebiets nicht eine ebenso große Gefahr dar wie ein Franzose? „Ich muss jetzt weitergehen.“ </p><h3>Franzosen unerwünscht</h3><p>Das ist das Frappierende an diesem Denken, das aus Freunden im Handumdrehen Gefährder macht: Nicht wenige Menschen greifen es auf. Manche so begeistert, dass sie die Nachbarn in den ersten Tagen nach der Grenzschließung als „Drecksfranzosen“ beschimpften, versehen mit der Aufforderung: „Hau ab in dein Scheiß-Corona-Land!“ Autos mit französischem Nummernschild wurden zerkratzt oder mit Eiern beworfen.</p><p>„Das waren bedauerliche Einzelfälle“, sagt Stéphane Mazzucotelli. Er wohnt in Grosbliederstroff und arbeitet seit Langem für die Tageszeitung „Le Républicain Lorrain“. Es habe Fälle gegeben, in denen Franzosen auf das Übelste beschimpft wurden. </p><p>Doch das seien Ausnahmen gewesen. Was ihn mehr beunruhigt, ist die Diskriminierung französischer Arbeitnehmer. Firmen wie der Autozulieferer <a href="/themen/zf" target="_self">ZF</a> und der Autokonzern <a href="https://finanzen.handelsblatt.com/include_chart.htn?sektion=redirectPortrait&suchbegriff=US3453708600" class="vhb-stock-icon">Ford</a> im Saarland hätten ihren französischen Mitarbeitern gesagt, sie seien nicht erwünscht, während die Deutschen schon wieder arbeiteten. <a href="/themen/zf" target="_self">ZF</a> veröffentlichte vergangenen Freitag eine Pressemitteilung: Nun seien auch die Franzosen wieder willkommen.</p><p>Mazzucotelli wundert sich über die Hartnäckigkeit, mit der die Innenminister auf deutscher Seite an der Grenzschließung festhalten. „Wir wissen doch alle, dass ein Virus sich nicht an Grenzen hält.“ Er sei früher täglich in Deutschland gewesen. Die Verbindungen seien so aufeinander abgestimmt, dass er oft schneller über das Saarland zu einem anderen französischen Ort komme. Das gehe heute nicht mehr, jetzt müsse er große Umwege fahren.</p><div class="hcf-detail-header-ad hcf-content"><div class="hcf-ad-wrapper"><div class="vhb-ad-article-fullsize">

</div></div></div><p>Wird die einseitige Aufkündigung der offenen Grenze Spuren hinterlassen? „Ich glaube nicht, dass die Freundschaft zwischen den beiden Ländern darunter leidet“, sagt der Franzose. Kurios: Viele Franzosen bemühen sich darum, zu entdramatisieren, was geschieht. Ganz so, als könnten sie damit den Spuk bannen.</p><h3>Sorge um deutsch-französische Freundschaft</h3><p>So auch der Bürgermeister von Grosbliederstroff, Joël Niederlaender. „Ich mache mir keine Sorgen um die deutsch-französische Freundschaft“, sagt er. Doch die Schließung der Grenze habe ihn „schockiert, zumal die Begründung sehr fragwürdig ist“. </p><p>Er spüre, dass sich die Beziehungen verschlechtert hätten. Einige Landsleute hätten ihm sogar gesagt: „Das geht ja wieder los wie 1939/40.“ Doch Niederlaender will das Positive sehen: „Wir haben die Wiederöffnung der Freundschaftsbrücke auch deshalb erreicht, weil wir gemeinsam mit unseren deutschen Freunden Druck gemacht haben, auch Abgeordnete haben sich beim Bundesinnenminister dafür eingesetzt.“ </p><p>Das Saarland steht nicht allein mit seiner schroffen Politik. Baden-Württemberg und Rheinland-Pfalz haben ebenfalls viele Grenzübergänge geschlossen. Nur ist dort die wirtschaftliche und menschliche Verbindung nicht so eng wie die zwischen dem Saarland und dem Département Moselle. Über 200.000 Grenzgänger aus Frankreich arbeiten im Saarland. „Manche Krankenhäuser würden ohne die Franzosen nicht funktionieren“, erläutert Antonia Koch, die seit Jahren für den Deutschlandfunk über das Saarland, Frankreich und Luxemburg berichtet. </p><p>Mit ihren Einkäufen sorgten die Franzosen für rund ein Drittel der Nachfrage in den Geschäften von Saarbrücken. „Mancherorts wusste man nicht einmal mehr, wo die Grenze verläuft, weil das keine Rolle mehr spielte“, sagt Koch. Inzwischen weiß man es wieder. </p>

<p>Manche Menschen lernen schnell. In Baden-Württemberg warb ein Geschäft mit Plakaten: „Bei uns können Sie unbesorgt einkaufen, wir sind franzosen- und schweizerfrei“, berichtet Mazzucotelli, fügt aber rasch hinzu: „Eine Ungeschicklichkeit.“ </p><p>Vielleicht auch mehr. Im grün-schwarz regierten Bundesland kann man nachverfolgen, wie reibungslos sich eine Mechanik der Diskriminierung in Gang setzen lässt. Französische Grenzgänger, die in Baden-Württemberg arbeiten, dürfen einreisen. </p><h3>Geldbuße bis 1000 Euro</h3><p>Wollen sie aber wie früher auf dem Weg nach Hause in einem deutschen Geschäft einkaufen, „droht eine Geldbuße von 200 bis 1000 Euro“, erläutert ein Mitarbeiter des baden-württembergischen Innenministeriums. Hinweise erhalte die Polizei „von den Marktleitern oder von Personen, die ein französisches Nummernschild sehen“.</p><p>Der enge Partner wird zum Fremden, den man den Behörden meldet: Denunziantentum nennt man das, oder? Dem Beamten ist anzumerken, dass ihm das unangenehm ist. Teilweise absurd sei, was da gerade geschehe, ärgert er sich. Damit steht er, was die Innenministerien angeht, allein auf weiter Flur.</p><p>Zum Glück haben wir ja das Auswärtige Amt, zu dessen DNA es gehört, sich für die deutsch-französische Freundschaft einzusetzen. Und Außenminister Heiko Mass (SPD) kommt aus dem Saarland, weiß also genau, was auf dem Spiel steht. Wer von ihm einen Appell zur Wiedereröffnung der Grenzen erwartet, wird aber enttäuscht: Den gibt es nicht. Er ist voll auf einer Linie mit dem Innenminister. Was steckt dahinter? </p><p>Das Auswärtige Amt greift zu einem Kniff, es äußert sich „unter drei“. Das bedeutet: Es erläutert seine Position mündlich. Man darf das aber nicht schreiben. Sagen wir nur so viel: Das Amt weiß wohl, warum. Denn mit der Frankreich- und Europapolitik von Genscher, Fischer und Steinmeier hat das, was wir zu hören bekommen, nicht mehr viel zu tun. </p><p>Ähnlich diskret, wenn auch aus ganz anderen Gründen, verhält sich die französische Regierung. Weder der Élysée noch Außenminister Jean-Yves Le Drian, noch Europaministerin Amélie de Montchalin wollen sich zur einseitigen deutschen Grenzpolitik äußern. </p><h3>Bitte um Öffnung</h3><p>Irgendwie nachvollziehbar, denn das Verhältnis zur Bundesregierung ist schon genügend angespannt. Ein Macron-Berater sagt nur: „Wir haben nie die Illusion verbreitet, die Schließung von Binnengrenzen sei sinnvoll im Kampf gegen die Epidemie.“ Ende vergangener Woche soll Le Drian mit Maas telefoniert und ihn darum gebeten haben, die Grenzsperrungen und Kontrollen aufzuheben, so wie <a href="/themen/armin-laschet" target="_self">Armin Laschet</a> es in NRW gegenüber Belgien und den Niederlanden getan hat. </p><p>„Dass Deutschland die Grenze mit Frankreich und mit Luxemburg geschlossen hat, hat mich unheimlich schockiert“, sagt Thierry Daman, ein Luxemburger, der lange bei der EU gearbeitet hat. „Das ist symbolisch, historisch und politisch für Europa schlimmer als der Brexit.“ </p><p>Eine der Brücken zu Rheinland-Pfalz sei nicht mal 50 Meter lang. Auf der anderen Seite liege Roth an der Our, deutsch Ur. „Zehn Kilometer von dort, in Moestroff, ist in der Nacht vom 9. zum 10. Mai 1940 der erste Luxemburger gefallen, von deutschen Soldaten getötet“, erinnert Daman. </p><div class="clearfix"></div>

</div><p>Oft habe er Freunde an diese Brücke gebracht, sie mit ihnen überquert, „um zu zeigen, was Europa ist“. Heute sei der Übergang geschlossen. Dabei sei Grenzen schließen doch unnütz, zeige nur, dass wieder der andere zum „Gefährlichen“ gemacht wird.</p><p>Die Innenminister und ihre Mitläufer wollen Handlungsstärke beweisen. Der Popanz vom Virus aus dem Westen ist ihnen dabei behilflich. Sie kalkulieren damit, dass Frankreich und Luxemburg sich zähneknirschend fügen und Deutschland keinen politischen Preis zahlen muss. </p><p>Sie schaffen einen Präzedenzfall: Grenzen dicht. Deutschland kann seinen engsten Partnern den Stuhl vor die Tür stellen. Diese Haltung, vollendete Tatsachen zu schaffen, ist der eigentliche Kulturbruch. Laschet, Jung, Arend, die Bürgermeister – es gibt viele, die dagegenhalten, weil sie sensibel sind für das, was riskiert wird: die Politik von Adenauer, Brandt, Schmidt, Kohl und Schröder, die man um kurzfristiger Vorteile willen nicht aufs Spiel stellt. </p><p><strong>Mehr:</strong> <a href="/politik/international/covid-19-franzosen-fuerchten-sich-vor-zweiter-ansteckungswelle/25762316.html" target="_blank">Die Beschränkungen in Frankreich sind wesentlich strenger als in Deutschland. Viele Saarländer haben mehr Bindungen über die Grenzen nach Frankreich oder Luxemburg als nach Deutschland. Abgesehen von den vielen jungen Saarländern die ( ins Reich) ins übrige Bundesgebiet abwandern mußten, um eine berufliche Perspektive zu haben, die leider durch eben diese Bundesregierungen seit der Rückgliederung , mit Unterstützung der jeweiligen saarländischen Marionettenregierungen, verhindert wurde. Im Rentenalter kommen die Saarländer zurück, zu spät um noch was zu ändern. Ein MP ohne Ausbildung und ohne Abschluß,aber mit Parteikarriere, was soll dabei noch herauskommen.
